A load-bearing part of American ideology is the false belief that, if you personally are not able to prevent an atrocity from happening, it doesn't stain your conscience or weigh down your soul, even if it's done in your name and with your money by someone you voted for. This is NOT to say that people should indulge in displays of white guilt, by the way. That doesn't help anyone or expiate anything. But we can't math away our implication in genocide. (Related: I found my copy of Jaspers's _The Question of German Guilt_ a couple days ago. I can't read, but I should re-read that.)
